Issue description
In mission 15 playing as alliance from americans campaign after researching alien artifact in alien building Macmillan started monologue. He was the only one speaking about alien building, but only his part. I looked like he was only asking. Some dialogues was missing. I had researched alien artifacts before discovering alien building.
Steps to reproduce this issue
Start mission, beat arabs, research alien building and hope it will happen.

Happened because the one talking to JMM should be a male Russian and there probably were no male Russians at that point. Fixed by not playing the dialogue in that case (the player is still given a Hint when the artifact is researched so no information is lost).

I see. This can be a bit better by making some random russian speaking by radio. Yes, I know it's strange but I think it's better than monologue.
