When you start am04 (tested on czech version, medium difficulty except first mission on hard), most of your new people have skills higher than their experience in those profession. After reloading a save or fast restart these additional skill points disappear dropping your best mechanic, builder and scientist down 2 points + other skills making a significant change in difficulty.
