Issue description
Game version: 1.12.9-1.12.10.15 OS: Windows 8 Pro

Computer configuration: CPU: Intel Core2Duo E6750 2,66GHz (S775) BOX RAM #1: PDP Patriot Dual LLK 2x1GB DDR2 EPP 800MHz CL4 RAM #2: PDP Patriot Dual LLK 2x1GB DDR2 EPP 800MHz CL4 GPU: MSI ATI Radeon 6790, GDDR5 1GB, 256Bit, DVI, HDMI (R6790-PM2D1GD5/OC)

I personally can not debug Windows 8 Graphical Bugs as i don't own a copy of Windows 8.

The problem was related to the WM_WINDOWPOSCHANGING not taking into account the WINDOWEX's border size, so it would be resizing the window back to say 640x480 instead of the resolution + the window border when the window was moved. This however on modern cards should not cause any lag, but on cards which do not support textures that are not a power of two it may.
