Issue description
Add PAYLOADOVERRIDE to vehicles.txt and people.txt to allow payloads of certain weapons to be overridden.

Add ROCKETREMAINDERWEAPON and ROCKETIGNITIONDELAY to vehicles.txt to allow Siberite Rocket's to specify the weapon to remain after it has been fired as well as the ignition delay time.

Add RENDER_TYPE to people.txt's attack bit so that a different weapons animation can be played (Needed so Laser and Flame types can be used by humans and be rendered with the correct animation).

Add Laser Rifle Weapon Type (People only) ID 29 which works like a Sniper Rifle but is a laser beam.
