It could be very useful function, that able us to place on area/specified coords slowdown.

E.g:

PlaceTauSlowDown(x, y, range, time, side); would place a circle with middle on x,y coords and radius as range with slow for time, and side and its friends would be immune for that. Obviously in some cases function like PlaceTauSlowDownArea could be more useful.
