Issue description
Basicly what I'd wish to see is the ability to decide in the editor the capacity of a Cargo Bay to be changed from 100 only to anything between 0 and 100 in increments of 10. Setting it to 0 would technically allow you to create cars for visual purposes.

Being able to set it to 10, 20, 30 etc. would allow people to create a lesser version of Cargo Bay that can be attached to light vehicles such as Light Trikes or Hovercrafts. It'd be lovely if it could be modified to let that happen.

Implemented in 2.0.3.8 via vehicles.txt

Implementing this idea would offset the balance between Americans and Arabians vs Russians even further.

Russians are already slow enough to start with making them a non-viable choice for MP games

OW editor already allows you to create cars for visual purposes, eg attach a Cargo to a hovercraft.

The change to Cargo Bays is for modders. It will allow people to make custom versions of Cargo Bays, where you can set different types of Cargo Bays for each faction, being able to give it an attack type as well. An example would be:

Light Cargo Bay with Ballista for Arabians - carries over up to 50 crates and has a Ballista tower to fend off infantry. Can be attached to any chasis.

Medium Cargo Bay for Americans - this is the default one we have now.

Heavy Cargo Bay for Russians - twice the capacity of a default Bay, attachable to heavy chasis only.
