Issue description
The speed at which OW scrolls through mission tree is far too quick, almost instant

This problem was non-existent in 1.09 or earlier

Render used: Direct Draw (game v 2.0.3.5)
Steps to reproduce this issue
1) Go to any campaign mission tree

2) Scroll up or down

Does enabling VSync fix the issue?

Vsync fixes it, yes.
