Issue description
OW ver. 2.0.3.5 Attacks in RU14 do not commence all times.

Once, the mission played normally and after around 15-20 minutes Arabs (yellow) launched full scale attacks, but again this only happened ONCE. Other times, for a period of 2 hours only thing that happened was a single bomb was sent out every 1-2 minutes This makes this mission, FAR too easy

If any use, played on Hardest difficulty.
Steps to reproduce this issue
1) Play RU14 on hardest difficulty

2) Decline Farmer's help

3) Accept Begkampf & other syrian refugees to your team

Only single siberite bomb trucks attack
