Issue description
If you set speedbar to minimum and start fire you see slowed firing of soldiers, but sound have same speed always(I mean delay from sounds)

There is no delay between the sound and when a unit fires. When the game is slowed the sounds will never be slowed (Otherwise they would be distorted either with low pitch or high pitch), they play at the same speed. They are just triggered when the unit actually fires the weapon.
