Issue description
Joan Fergusson is among the scientists the player has to kill in RU9 for the primary objective, thus the player must kill her to reach RU15a. However, she is available in character selection for RU15a and can be successfully used in the mission.

Expected behaviour: Fergussson should not be available as a character in RU15a
Steps to reproduce this issue
Start RU15a and select Fergusson as one of the 8 characters you're allowed to take. She will then appear in the mission, with correct portrait and voice.
